Using the new effects module I want to apply an effect to some text that will cause the text to slide in from the bottom 3 seconds after the page loads and just stay there. Not a scroll effect, because it appears above the fold. No out animation. I don’t see how to do this.

There is already a duration option which may be helpful for you to achieve what you want along with the delay option in the Scroll attribute. Please find the screenshot describing the options.
If that is not the case, and you are expecting something else, regretfully currently there are no other options related to the effect module.
