We cannot add two form at the same time?
I recently encountered similar problem.
I think this is as a result of a plugin.
Deactivate all of your plugins and activate them one after another while trying to create another contact form to see the plugin that causes the conflict.

Please just note that we do not have contact form functions in our theme and builders. We just display the form. If your issue is with the contact form function, please contact the contact form plugin support.
