How can I create an animation on my website like this? For which the person entering my website can choose their state and be directed to a page specific for them? Thanks!

I am no expert (hope its OK for me to chime in) but these are known as “hotspots”. I think there are a couple of plugins designed for creating hotspots on an image. I have not used them but might be worth looking into. Just go to the plugins page and search on hotspots.
