How to create a time delay of a row or element in Cornerstone

I am trying to figure out if there is a custom CSS code or any built in setting to cause a row or element to be delayed a certain amount of time before appearing.

If there was a delay to fade in that would work. But when I increase the time for fading in it just imediately starts fading in very slowly. The delay content is widely used and most landing pages use it. Optimizepress has used it for around 10 years. Now the free Beaver Page builder has content timing delays.

But somehow with X theme and cornerstone, I am not seeing much interest in using things that increase conversions.
