Its the 3rd element down, there is a picture the background and the text over it reads"For 20 years digital photography "
What element would I use to create this effect.

Thank you for writing in, that effect is called parallax, you can apply that to the background-images.
Please set your image as the background of your section.
And then enable and configure the parallax option of that background.
