How to create a folder in the home directory for small app

Hi- We are a school that is required to create a link for a small app (images and a .htm file) as a disclosure. The explicit instructions for placing the information in our site is to “[s]tart by creating a new folder for the Net Price Calculator within your website’s home directory.” I then need to move the previously created and extracted image and .htm files into the folder.

Question: How do I create such a folder? Thanks.
