How to change the top bar menu animation of hover?

I’m looking to change the animation of the bar above my menu items in my navigation.

Currently, the bar simply fades in.

Is it possible to have the bar push in from left to right, like shown here: https://output.com/

Also, assuming we can achieve this effect, can I control the time it takes to push from left to right?
