Will it use the Title or Alternative Text when both are present?

It depends on how you use the image. We can use the meta of the image when use as background like this:
If what you want is pull it out as meta, I think it is not possible. Meta is available on post based slider but not on actual images. I might be wrong of course so we need to your current slide and which part you want to update. Please share the exact URL with slider. Thank you.

Sorry for the confusion, we did not mean to switch slider plugin. Post-based slider is a set up of Revolution Slider.
This documentation may look different though, that is because of the Revolution Slider creator (Themepunch) release a major update (Version 6) that changes the Revolution Slider interface, and so their documentation.
I understand the frustration with the slides, but there is no other way around that but to add the layer titles manually.

That will be very time consuming in our case.
I have decided a transparent text layer over the picture will have contrast problems and a solid text block will obscure too much of the images.
How exactly do I add a title / description block below the slide and keep the 3x2 image proportion?
How is the Default Slider different than the Post-Based Slider I have been using?

Hello Loren,
With the default, slider, you will be creating each slide adding layers on each of the slides. If you switch to Post Based Slider, the slides will be generated automatically taken from your posts. You can review it here:

I don’t want to make the slider from posts. I wish to automatically add titles to a group of slides now in a given slider that had been selected from the library and I want to use the image title or the alt text from the library.
Is this possible?
Is this code actually going to work if inserted in the css code on the page where the slider is used?

Unfortunately no. CSS will only work if the actual caption is there but just missing visibility. On this situation though, there’s NO caption at all and we cannot get it and currently not possible with your slider setup.
