Please remove the <p>
tag because it is not needed.
Now the result is four columns because your block grid has two coloumns and within each column you inserted another block grid shortcode that is two columns. This makes it a nested block grid which resulted to a 4 column layout. If you only need two column, please make sure of the parent block grid items instead.
