How to add a section above Creative Contact Forms 3

I want to add a section above the Creative Contact Forms 3 section. What I trying to do is add a header then under my header I am adding a slider scene. Right now the best I have is my header and slider contained within the column of the Creative Contact Forms 3 section. It seems that nothing is allowed above the Creative Contact Forms 3 section.

You can add another Section element above the current Section that has the form.

I couldn’t add a section above it, so to work around it, I added a section below it and copied everything from Creative Contact Form and pasted it in the new section then I deleted the Creative Contact Section. Now I need to adjust everything to taste and make sure the form works.
