On the about page the top bar and menu from theme.co (not the superfly menu) are fixed. On the homepage https://staging.sowinteraction.com/preview/ they scroll off the page. I would like it to be stationary in both instances. Is there a way to do that via css or if I use the same header as seen on the about-kiddo page and use the layer slider or rev slider can I achieve this? Thank you.

Yes you can use the same header. It will still work with revslider and layer slider.

Question. Will I be able to set layerslider in the page under/over the masthead similar to Rev slider. Will it give me the same options on the edit screen? Thank you!

Yes, you may use either Rev Slider or Layerslider in the Masthead settings of a page.
