I am trying to change the layout of the columns on the footer depending on the size of the screen. I switch to the screen size and change the layout, and it changes it for all sizes. Please help.

Thanks for reaching out.
You need to change that from the Row > Layout > Template and select the exact layout for the specific breakpoint. I checked and selected a 100% i.e. Single Column layout for the Mobile and it worked. I would suggest you select the specific layout for specific breakpoints as shown in the given screenshot.
