Is there some “safe” ccs code to globally make the HI header smaller, and if possible take out some of margin/padding on all H markups?

Please add following CSS under X/ Pro > Theme Options > CSS to make required changes in heading:

h1, h2, h3, h4, h5, h6, .h1, .h2, .h3, .h4, .h5, .h6 {
    margin: 0;
}

h1, .h1 {
    font-size: 280%;
}
