Headers/footers can't be assigned to private pages

Hello,
I don’ really know if this is an expected behaviour or not, but the private pages are not listed in the header and footer post type assignment section.

Steps to replicate:

1. set a page as published but as private
2. Go to headers/footers
3. check the pages available for header/footer assignment
4. You’ll notice all the private pages are not listed.

Workaround, set them as published for a moment, set them and set them as private again.

Is this expected or could this be a bug?

We do apologize for this issue. This is actually a confirmed bug that was already added to our issue tracker so that our developers will be aware of it.
