Header in the footer at the beginning

I want to set the header in the footer at the beginning and when I start scroll down then maintain at the header but I dont know where can it set it up.

I am not sure what you mean, maybe you could give more detailed information and maybe a screenshot or a sample of the website so that I understand what you mean?
