Having issues with 2 columns collapsing

Hi there I have attached the before and after shots of the 2 columns.
When I open the page you’ll find column 2 sits directly under column 1.
when I touch the scroll button then column 2 jumps to the right hand side of the screen…where it should be viewed normally.

Why does column 2 appear under column one in the first place ?
How can I stop this from happening ?
