I am trying to have a graphic overlap between two sections. I used a negative margin before for this effect but not working on V2.

Please try adding the image in Background Layer by clicking on the advance checkbox under section/column setup panel. https://screencast.com/t/CsnmKL845j
In the same panel you will see option for background Size & Position. To learn more and make changes please refer following tutorials:

where can i find an explanation of the new lower vs upper layers functionality, and examples of what they can help me build?
Hi There,
That can be really useful, for example, if you have a nice lower background image and you want to use a white text, you can add an upper layer of transparent dark color so your text will be really easy to read.
Or you can imagine the combination of two vector image layers, let’s say a rainy day, on this rainy day you can add a top layer transparent layer with rain-drops with parallax which will give an interesting effect while scrolling.
Hope this help you understand a few possibilities.
