Do you mean to add some sub rows inside a column?

If so, you can add a Row or Grid element inside columns where you can add more columns inside it:

Yes, for X Theme, there is the Cornerstone page builder which is a drag and drop page builder where you can add sections, rows, and columns then add elements in those columns.
