Looks like your site is not allowed to initiate an outgoing request, or Youtube doesn’t allow you to pull the data (not permitted based on API setting).
I recommend contacting your hosting provider and see if their security are blocking the requests. Then re-create your youtube API with proper permission or allowed sites.
