Expand active page submenu in sidebar widget area

I’m trying to expand only the active parent submenu while leaving the non-active submenus collapsed. Is there a way to do this? I only want this functionality in the widgeted sidebar menu. It should function like this: http://www.fordbergner.com/legal-practice-areas/texas-estate-planning/

I believe that it can be done using CSS however I am not quite sure that it could work. It would be best that you will contact custom developer regarding this customization.
