Elements page not found - related to permalinks

Hi guys,
I’ve got a problem where I get a 404 error when I try to use ‘Elements’ in Pro.
A few other threads have pointed me in the direction of permalinks, which I’ve played around with but not had any success.

A few things to note:

  • I’m running IIS so I don’t have a htaccess file, I have a web.config
  • I definitely have write access to the web.config file
  • The server I’m working on isn’t live so I can’t give you access to look into it.
