Element Preset Defaults

Hello,
There used to be a settings gear icon in the Templates GUI that allowed me to set element preset defaults. Is there a way to do this with the new theme interface?

I see that in this topic that this functionality has been deprecated and the new approach is to drag a preset onto the working canvas rather than have a custom default element preset. Can I please request that we have the option to set element defaults. We manage a series of 30 sites with hundreds of non-technical users that all manage their own content. This is going to cause huge issues for us. Thanks.
