Dropdown menu isn’t working because it is blocked by the header bar below it. How can I bring the first header bar on top?

Thanks for writing in! I have tested your issue on Chrome, Safari and Firefox browsers but I could not experience such issue.
Could you please try clearing all caches and re-test your issue again (https://www.wpbeginner.com/beginners-guide/how-to-clear-your-cache-in-wordpress/).

Your issue is just a simple z-index error. Please be advised that the z-index of the first bar should always be higher than the second bar. Please edit your header and set the z-index of the first bar to “9999” and then for the second bar you must set the z-index to “9998”. All of this can be done in each of the bar settings.
