How can I get background to be white on drag and drop plug in for comment form 7 (also need to stop text for ‘browse files’ to stop being hidden - its currently hidden except when you hover over it when it appear red)

What you are expecting is required custom coding and styling, which is beyond the scope of Theme Support.
