I’m currently unable to remove the second scroll bar that has popped up since the latest Wordpress update. Is there a good way to resolve this problem?

Can you share which URL you are having this issue? For the mean time, please try to edit your footer bar and set height to auto. Check again after that. Let us know how this goes.

The problem is not just in IE. I see it in Google Chrome too.
The cause of the issue is overflowing content in your Footer Bar. I see you’ve set other bar’s height to auto but there’s the last remaining bar with a height of 4em.
Setting the bar’s height to auto should fix the issue.
