Displaying a specific post

Is there a recommended way to display specific posts on a page?
something like [blabla_post id=“34”]

Here is an example;

I have an article for every city in Texas, some of these cities have a “spotlight” post.

In the content of the “Dallas” post, I’d like to attach the “Dallas Spotlight” so that it would appear visually like a “recent post”

It’d be pretty useful you could specify tags to display
