Why is the “white label” custom logo sending my clients to wordpress.org?

It should be sending them to the root site.

But if you wish to go ahead and change the URL, then please add this code to your child theme’s functions.php

add_filter( 'login_headerurl', 'x_login_logo_url' );
function x_login_logo_url($url) {
    return 'http://www.example.com';
}
