I am currently migrating my websites to another Server. I want to set up my website on the new server before I remove it from the old one - but I obviously don’t want to buy another license for maybe 1 week. Is it possible to get a development license?

There is already a staging and a development URL option for every licenses which you can set in your licenses page:
https://theme.co/apex/licenses
So all you have to do is to supply the link to the staging site then use the license key to validate it.

I have 2 websites running on Pro. I have bought the X theme from themeforest and it got upgraded once you guys made Pro. Later I bought another Pro license - but I can only see this.
balegia and nidus are 2 different websites - not staging/production.
Did i misconfigure something?

I could only see once license in your account which is what is shown on your screenshot.
The Production field under the site’s column should be the URL of the production site and the Staging field should be the URL of the staging site.
Currently, you are using one license for two websites. You should only use one license per site.
What you have in your account right now is basically just one license but there are two license keys because you have upgraded your license from X that was from ThemeForest to Pro but technically that is just once license.
You mentioned that you brought an X license from ThemeForest and upgrade it to Pro which I assume is the license that is in your account and later brought another license but is not in your account. You might have registered it to another account so kindly double-check and login to the other account.
