I can get some templates to load, but unfortunately the one I want “agency” won’t load.

The Agency template is relatively a big one and the fact that it does not get imported shows that there is a server related issue preventing the import.
I’d appreciate you sharing with us the URL/User/Pass of your website using a Secure Note so that we can check the case ourselves and try to find out the problem cause.
From what I see on the screenshot you shared, the PHP Memory Limit value is high enough, so there should be some other issue.
