I suggest you to first clear Autooptimize cache. After that I suggest you to please take a reloook at table of TOC shortcode docs as I see some links are broken on the page.

All catiching plugins have been cleared and deactived. Can you help me with this issue?

Looks like the standard link is being blocked by javascript. Have you tried contacting the plugin author? Unfortunately, I can’t provide any insight as we’re not sure how that plugin works in terms of anchor links.
