Custom CSS not applying when editing pages

I have been dealing with this bug for some time and I thought, I am doing something wrong. but something is actually wrong.
So when I’m editing a page in content builder, there is CSS on left tab bar which applies for whole page, for me it doesn’t work and it doesn’t apply my custom CSS code. I have had this problem for 2 of my sites, then I realised the code is working if I add it in theme options custom CSS section.
