Is the curated design cloud sitll in beta or is it now open to everyone? I’m referring to the templates submitted by others.

Yes, the community sharing or template submitted by users is in Beta. For more information, I suggest you to take a look at the design cloud FAQ. I have recorded a screencast that you can take a look.
