Creating a full width Banner in a Section

I’m trying to create a dividing section that is full width, like that is on this website https://tonyschwartzmcdj.com

If you scroll down to the 3 or 4th section you’ll see a red full width banner that says Follow Tony Schwartz .

That did not work for me. First section in www.djbobcarpenter.com where text says “What People Are Saying” Background set to black, Row width set to auto. There is not value for max width of auto. I had to select 100% but that didnt work either.
