How do I create a single link that will open the option for a reader to leave a comment and read the comments, so these items are closed by default?

There is already an option for Leaving your comment and read the previously given comment on the Single Post page. But if you want that to be open by clicking on any link, it would require custom development which is beyond the scope of theme support. I would suggest you hire a developer who can assist you to do the customization or you can avail of our newly launched service called One, where we answer the questions beyond normal theme support.
