Cornerstone Feature Request: Table of Contents Element

Hey hey!

My client sites have a lot of random but long articles, and I find myself needing to implement this quite often. It seems to me that having a ToC element would be potentially useful for a lot of UI/UX purposes!

Example: The ToC element allows pulling in either sections (named based off of the actual section names) or rows in a section, along with the option to re-order them in the table as well as exclude particular items.

Thoughts?
