My Content area have 2 sections vertically, how can I make one section static when no more contents to scroll and at the same time enabling other section which have more content to continue scrolling down.

Thanks for writing in! Regretfully there isn’t any feature in X theme or Pro Theme that will make one section or column as static. You might need 3rd party plugins to accomplish what you have in mind. Please check this out:
