Hi, comments are activated.
I used demo content before and everything was fine, than I added the first “real” blogarticle and deleted the demoarticles. Since then the comments-windows are disappeared.

Can you try adding this in your child theme’s functions.php file.
add_filter( 'comments_open', '__return_true', 10, 2 );
