Columns Won't Break in Mobile

I’ve looked at all of the similar posts for this and couldn’t find a fix.

The 2 column row half way down this page with titles “Customer Service Packages” and “Unlimited Usage Service Provider” will not break into single columns when viewed in mobile.

Thanks for reaching out.
It seems the 2 Column layout is selected for the specific breakpoint from Row > Template as shown in the given screenshot. I would suggest you select the 1 column layout for that breakpoint.
