No matter what I do, it says my code is being used on another site, even if I remove the staging site so that the live site is the only one listed on the license page. I even put the staging site on another theme so it’s not using the purchase code. I waited an hour or two to see if it just took time for the new site that was entered to allow the code to work, but it still says it’s being used on another site.

Try to remove all urls from live and staging and then enter the purchase code in the WordPress backend so it gets auto assigned. If that won’t work please provide us with the WordPress admin login credentials so we can take a look.
