Changing header bar layer order

So I have a header I’ve designed for https://backyardbliss.club.

As you can see on the image below, I have an image ad in the third bar that I want to scroll under the first two bars, which are sticky and supposed to stay in place upon scroll…

It’s almost working EXCEPT I want bar 3, the one with the image, to scroll UNDERNEATH the first two bars. Right now, it’s scroll over top of them and I can’t figure out where to change that setting.

Anyone think they can help?
