I have navigated to Theme Options --> Site Icons. I have uploaded my file in PNG format and tried placing it as my site favicon and it is still not being loaded as such. Am I missing something?

Thanks for asking. 
I believe that this could caching. Please try to clear site and browser cache. Try to contact also your hosting if your hosting is using a server side caching and make it clear also if there is. If still not helping, please share us your admin credential in a secure note so we could fully check your setup.
