Change image of Blog featured image on mouse over

I am using Integrity and rather than have the blog featured image go dark and a link icon appear I would like to swap to another image, or ideally fade to another image. Is this possible with CSS?

Thanks for writing in! It could be possible with some custom development, however it would be outside the scope of our support.
