It looks like this is an issue with your core WordPress installation or hosting. I would recommend getting in touch with your hosting provider and asking for assistance. We can try to help out too but we do not have the tools to do this in the most efficient way so I would recommend first getting in touch with your hosting provider and if that is not fruitful coming back to us.
I did contact them, the only thing they can do is to restore their recent backup copy, which i dont really into as it will wipe out all the changes we made recently,
Why did it happen?: once i uninstalled the super cache plugin from wp dashboard, i couldnt login back again to dashboard,
otherwise the site is live, i have no idea what it caused -> uninstalling the plugin? hosting problems? WP core? NO IDEA
if you can help would appreciate that
just some updates:
i have connected my web to ftp client, then downloaded the zip wordpress fresh file from wordpress.org and copied only wp-admin folder to my ftp
it works )) i can login and access my backend dashboard, the only question is: is it normal what i just did? would it cause any issues down the road ?

Thank you so much for sharing the solution it will surely help other users. Corrupt database or failed update may cause this issue there is no single reason for that so, I can’t really conclude about what caused the issue. You can disable all the plugins by renaming ‘plugins’ folder name to something else, You may be able to find corrupt plugin that has caused issue by activating it one by one.
