Cannot create non-classic row

All my rows in sections (non-classic sections) are classic rows. This obviously eliminates key features that I need.

I have changed the default theme away from X, deleted Cornerstone and defaulted back to X. Reinstalled Cornerstone.

Wordpress is v 5.7.
php is 7.4.
X is 8.2.3
Cornerstone is 5.2.3

Should I just reinstall X?
