I use pro in more then 30 places
in one website i can only edit with old toolbar (see picture) although i update the theme on regular base
here are 2 images for border edit options - one in all my websites- works fine…
the other is in the problematic site

Please click on the cog icon on the settings area then enable the Advanced Mode option.
Also, please note that the Classic Elements have limited options compared to v2 elements.

well’ i know the system ’ and i did it already.
Its not making any difference .
Also cleared cash in wp-rocket plugin…
about classic elements… i know - i am talking about all the system- its basically stack in the old version no matter what i do
Found the reason !
Section that was originally opened in old editor can not be edited in advanced mode.
The workout is to make new section and drag the elements to the new section. Solved
