Can Not Add Archive Layout To Empty Post Category

Hi Guys, hopefully an easy fix.
Have made up an archive layout in pro that i would like to apply to all children of category x.
(Do you have an out of the box solution for this yet?)

As per your advice is other posts, i have had to manually apply to each and every child in the assignment conditions.
My issues is the categories that do not have posts assigned do not appear as options to assign the layout to.

I tried to trick the system and allocated a post to the empty categories > manually allocated the template to each post category then saved.
After removing the post from the categories selected, the categories were also removed as conditions.

Nb. Allocating this template as the base template is not an option as i have quite a few different templates for different post categories.

Thanks for reaching out.
Please remember that Layouts can only assign to the Categories which have the posts assigned to it. Categories with no post will not come into the list while assigning the Layouts from Layout Builder.
