Can I use Headline Scroll Alert on Top?

Hi I am using X theme in my website > www.sansarlochan.in

I know this is a custom coding question and I should not ask here because you guys answer only theme supporting questions. But when I asked my developer he could not do that.

I am very novice in coding and don’t know anything. I am totally dependent on X theme great features.

It is an educational website. I want to alert my students sometimes about job notifications. I wanna have scroll texts with links just like this >>

Hope you will help me in this. I know it will take your precious time, but your help will be appreciated for spreading education in society.
