Can I "Pin" a post to come up at the top of search results when provided with a set keyword?

Hi,
I have a very deep site for a non-profit organization with a lot of content. Is it possible to have certain result for a selected search come to the top 5? We’ve tried tagging them but that doesn’t seem to yield results.

Example:
If I search for “fair housing” I want certain articles to show first. Is that possible?

This may need custom development which is out of our theme support scope.
Please take help from a developer to do this or you can search for any custom plugins which can do this job.
