So I’ve just noticed that when uploading a background image to a section, row or column - it renders the image as HTTP but if the site is forcing SSL then it wont render the image. This does not happen when uploading images via an element but does when using it as a background.

This is not a bug. It is normal when you use Force SSL because it may resolve to a CORS issue. To resolve this, please disable your Force SSL plugin. Go to Settings > General and make sure that the Site URL and WordPress Address URL is using https. You can then install Better Search and Replace for you to do a search and replace process replacing the images from http to https. You may use for example, http://example.com/wp-content/uploads/ and https://example.com/wp-content/uploads/ as your search and replace keyword.

Acctually I’m on WPEngine and as a temp install they force the SSL. So It’s not a plugin and I’ve tried to replace the URL of the image but there is a bug. The image should render to the path it is saved. It does for the element but does not for background image.

To resolve this issue, please create full backup of your site using this third party plugin.
Then do a search and replace as suggested by my colleague.
