what is the best way to get the bubble background effect in a specific section on the homepage?

Thanks for reaching out.

That would require CSS and JS implementation, and I’m not sure how the effect is made. You could try any 3rd party plugin that allows that effect and you can add it to the builder through text element like if it’s using a shortcode.
